A lenticular cloud can stay still while wind races through it
When stable air flows over a mountain, it can rise and fall in a standing wave. Moisture condenses into a smooth lens-shaped cloud at the wave's crest, then evaporates as the air descends on the other side.
The air keeps moving while the cloud keeps remaking itself in the same place.
